I'm hoping that if I can get myself looking more feminine, that I'll get more naturally confident about such matters. Even so, I don't usually zero-in on everyone I run across and ask them what they find sexy/etc.

That's one step toward getting some confidince. Doing something active might help too. Some martial arts or gymnastics or something.
